Discuss and consider action to approve an agreement with MWM DesignGroup in the amount of $207,862.00 for professional design services associated with design, construction documents and construction phase services for the Pflugerville Parks Architecture Project (Bohls House, Gilleland Pool Buildings, Pfluger Restroom and Rec Center Renovations) and authorizing the City Manager to execute the same.
Summary
The project will include the design, construction documents and construction phase services for the Pflugerville Parks Architecture Project. That project includes work to the Bohls House, Gilleland Pool Buildings, Pfluger Park Restroom and the Pflugerville Recreation Center. The Scope of Work for the Bohls House, Gilleland Pool Buildings and the Pfluger Park Restroom is consistent with the "Architectural Design Program Narrative" prepared by the MWM DesignGroup in 2015. That document is attached. The Recreation Center improvements involve renovating and repurposing existing spaces within the facility to make more room for Senior Programs. This is only possible with the relocation of the Parks & Recreation Administrative offices to the Bohls House once it is renovated.
Preparation of the final design and construction documents shall include but not be limited to: architectural design, site civil engineering, structural engineering, Mechanical, Electrical, and Plumbing (MEP) engineering, preliminary and final opinion of probable construction cost, project manual and other items necessary to successfully construct this project.
Status
The City of Pflugerville sent out a Request for Qualifications (RFQ) to architectural firms for the preparation of preliminary designs and cost estimates for the Pfluger Park Restroom, the Gilleland Creek Pool House and the Kennith Bohls House at the end of May 2014. Twelve (12) Statements of Qualification (SOQ) were received. Staff recommended selection of MWM Design Group and that firm was approved at the August 12, 2014 City Council Meeting.
MWM DesignGroup completed in 2015 an "Architectural Design Program Narrative" that provided conceptual design of these facilities, floodplain considerations and preliminary construction estimates.
This agreement has been reviewed and approved by the City Attorney.
Projected Future City Council Action
This agreement does not include the cost of design of a proposed parking lot at Gilleland Creek Park. Once design development and further study of that component of the project has been completed staff will bring forth a Supplemental Agreement to add that Scope of Work to this Agreement.
Future items will also include award of bid(s) for construction.
Fiscal Impact
This funding for these professional services was approved as part of the list of 2016 Reserve Fund Projects. Construction funds were included in the Certificates of Obligation Bonds approved last month.
Staff Recommendation
Staff recommends approval of the agreement.
