Summary
The City of Pflugerville and Travis County Emergency Services District (ESD) No. 2 entered into an Interlocal Agreement for Fire Marshal Services in 2005 related to the review and approval of development applications. The agreement including code references, process, and fees have remained unchanged since the original creation. As a result of a continued increase in workflow, the District over the course of several years has been evaluating their fees and agreements, with an intent to make them more current. The proposed amendment to the Pflugerville Interlocal Agreement increases the fee for plan review from .05¢ to .10¢ per square foot and removes the fee for maintenance inspections which is currently a charge of $50 per inspection.
Through discussions with the ESD about the adjustments, the proposed fee amendment increase was anticipated by Planning and Development Services and is currently reflected in the existing master fee schedule. The increase in plan review fee is currently collected by the City as $.05 per square foot at site plan review and $.05 per square foot at the building plan review. The amendment also confirms the current process where ESD complies with City requirements for review time lines and that the intake and use of software will be collaboratively selected based on the most efficient program and process. This is unchanged from the current practice, but is included in the amendment for purposes of adding clarification and transparency. These fees are paid for by development and collected as part of the development process.
