Title

Discuss and consider action to approve the selection of a professional engineering firm for the design, bidding and construction administration of the Weiss Lane Water Transmission Main Phase 1 Project and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.

 

Summary

The City of Pflugerville solicited requests for qualifications from engineering firms to perform design services, bidding and construction administration for the Weiss Lane Water Transmission Main Phase 1 Project.

The Weiss Lane Transmission Main Phase 1 project will include approximately 6,335 feet of 24-inch water main along Weiss Lane from 1400’ south of Pflugerville Parkway to 100’ north of Hidden Lake Crossing and approximately 2,560 feet of 12-inch water main along the north property line of the PfISD high school tract. Pressure relief valve (PRV) design will also be required at Hidden Lake Crossing and for service at the south end of the project.

The construction schedule of the new high school requires that this project must be in service by March 1, 2016. This project will be developed concurrently with the Weiss Lane Roadway Reconstruction project and coordination will be required.

Preparation of the final engineering construction documents shall include but not be limited to: project design, topographic surveys where required, geotechnical investigation, environmental assessment and environmental clearances, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, determination of ROW/easement acquisition, preparation of ROW/easement acquisition metes/bounds and sketch, preliminary and final engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully construct this project.

This project will be designed in accordance with the City of Pflugerville’s 2015 Edition of the Uniform Development Code and 2015 Edition of the Engineering Design Guidelines & Construction Manual.

Status
This professional services selection process is being expedited to meet the high school construction schedule.  City staff received twelve (12) statements of qualifications (SOQs). The SOQs were reviewed and scored. The top ranking firms from the scoring were DCS Engineering, Inc., Freese and Nichols, Inc. and Cobb, Fendley & Associates. A copy of the scoring matrix is attached to this agenda item.

 

The top ranked firms will be interviewed July 8 - 10, 2015. From these interviews, staff will present a recommendation of a proposed engineering firm to the City Council for approval at the July 14, 2015 meeting.

 

Projected Future City Council Action

A future agenda item will be scheduled to approve the engineering services agreement for the project. Staff anticipates negotiations to take place expeditiously and an agreement will be presented for Council review and consideration.

 

Fiscal Impact

Funding for the project is from existing utility bond funds.

 

Staff Recommendation

Staff recommends authorizing the City Manager to enter into negotiations with the recommended firm for professional engineering services associated with design, bidding and construction administration of the Weiss Lane Water Transmission Main Phase 1 Project.
