Approving a natural gas easement to Texas Gas Service for emergency generator fuel distribution associated with the Secondary Colorado River Raw Water Line project, and authorizing the City Manager to execute the same.

 

Summary

As part of the Secondary Colorado River Raw Water Line project, the City will be installing a new natural gas powered generator at our River Pump Station that is responsible for the transmission of raw water to Lake Pflugerville for our drinking water supply.  This generator will require a natural gas line that is much larger than the existing small diameter service line that runs along the frontage of the facility.  During the design of the pump station expansion, it was determined that a natural gas generator would be much more economical for the City at this location and that it would also qualify the City to continue to participate in ERCOT’s Emergency Response program that gives electrical credit to industrial facilities that can curtail load during times of critical electrical demand. 

 

In order to provide a sufficient quantity of natural gas to the generator, Texas Gas Service will be required to upsize the existing natural gas service line to a 4” line to keep up with the demand of the generator being installed.  After significant coordination with Texas Gas Service on the location of the line, it was determined that it would need to cross the existing raw water pipeline and the new pipeline that will soon go to bid for construction.  This easement will allow for them to cross the City’s raw water lines to serve the City’s emergency generator and will also be protected from damage by a carrier pipe that will prevent damage during the construction of the second pipeline. 

 

This easement will follow the City’s Strategic Goal of Infrastructure as it will allow the City to move forward with the installation of the emergency generator for our primary water source which will allow the City to have a continuous water supply to Lake Pflugerville even during periods of prolonged power outages.
