Summary
On January 11, 2022 the City of Pflugerville approved and executed the Professional Services Agreement with Halff Associates, Inc. (Halff) for the engineering design of Street Reconstruction Package 1 as part of the 2020 Transportation Bond Program (the “Program”). Package 1 includes the following streets:
• Applewood Drive
• Cedar Ridge Drive
• Kay Lane
• Meadow Creek Drive
• Mountain View Drive
• Oak Ridge Drive
• Plumbago Drive
• W. Custers Creek Bend
• 10th Street
During the design phase it was identified by Staff that there are several Package 1 streets adjacent to roadways identified for rehabilitation in the 2023 Public Works Pavement Maintenance Program. To avoid two rounds of construction within the same subdivision the Package 1 project was split into Packages 1A and 1B. Package 1B includes all Public Works Pavement Maintenance Program streets and bond program streets in the vicinity:

Package 1B was advertised on October 25, 2023. On November 15, 2023, at 2 PM the City received three (3) proposals and the results were read aloud for the record. Patin Construction LLC was identified as providing the best value to the City and the contract was recommended for award at the January 23, 2024 Council meeting.
Construction is anticipated to start in early 2024. The proposed construction duration is anticipated as approximately 6 months to completion. The subgrade soils, flexible base, asphalt paving, concrete, and other items to be installed by the Contractor must meet the requirements of the specifications in the construction contract. Terracon’s proposed professional services agreement includes the testing services for soils, asphalt, and concrete required for verifying the improvements have been installed in accordance with the specifications.

Pflugerville City Council approved a Professional Services Agreement with Halff for design of Street Reconstruction Projects Package 1 totaling $467,198.76 on the January 11, 2022 meeting.
Pflugerville City Council approved a Professional Supplemental Services Agreement with Halff for design of Street Reconstruction Projects Package 1B totaling $271,815.93 on the October 25, 2022 meeting.
Pflugerville City Council approved a construction contract with Patin Construction LLC for the Street Reconstruction Projects Package 1A improvements totaling $4,546,367.00 on the August 22, 2023 meeting.
Pflugerville City Council approved a professional services agreement with Raba Kistner Consultants, Inc. for construction materials testing associated with the Street Reconstruction Projects Package 1A improvements totaling $90,480.00 on the August 22, 2023 meeting.
Pflugerville City Council approved a construction contract with Patin Construction LLC for the Street Reconstruction Projects Package 1B improvements totaling $5,214,112 on the January 23, 2024 meeting.
