Title

Approving a resolution authorizing the City Manager to execute an Interlocal Agreement with the City of Round Rock associated with cost sharing for the SH 45 Frontage Road gap.

 

Summary

Over the years, many have voiced concern over the lack of continuous frontage roads along SH 45 which is a tolled facility. A feasibility study was completed last year to determine if the frontage roads could be constructed with equal cost participation by the cities of Pflugerville and Round Rock.  Staff has recently negotiated the terms of this Interlocal Agreement which would allow the City of Round Rock to hire an engineering firm for the preparation of construction plans. City of Round Rock staff estimate the cost for this service to be $600,000, to be split 50/50 among the City of Round Rock and the City of Pflugerville. The City of Round Rock will continue as the lead on this project, while including the City of Pflugerville in the process.

 

This agreement has been reviewed and approved to form by legal counsel representing both cities.

 

Status

The City of Round Rock will consider this item on their June 9, 2016 agenda.

 

Prior City Council Action

On June 10, 2014, the City Council approved an Interlocal Agreement with the City of Round Rock to cost share in a traffic study associated with the missing SH 45 frontage road links.

 

Deadline for City Council Action

There is no formal deadline for action.

 

Fiscal Impact

The cities are splitting the design costs. Pflugerville's estimated share of $300,000 will be paid through the issuance of Certificates of Obligation (CO's) which were initiated with a notice of intent resolution approved by the City Council on May 10, 2016.  During that same meeting a reimbursement resolution was approved which allows reimbursement to the City for expenses related to the CO's prior to the funding of the issue.  The approval of the preliminary official statement related to this CO issuance was considered earlier on this council agenda.
