Discuss and consider action to award a construction contract for the CDBG Sidewalk Improvement Projects Phase I to Mario L. Carlin Management LLC, the lowest responsible bidder of six (6) bids received on March 23, 2016, with a base bid in the amount of $85,419.17.
Summary
This project provides construction of three sidewalk projects included within the Community Development Block Grant (CDBG) 2014 and 2015 Action Plans. The sidewalk project includes three areas for construction:
1) Recreation Center Accessibility Improvements for Seniors: Construction of new sidewalk and accessible ramp system along the north and west sides of the Recreation Center which houses the Senior Center. Additionally, existing parking spaces will be changed to accessible spaces, building modifications for accessible entrances will be made, and the drop off area will be improved which will aid in barrier removal for the disabled.
2) Foothill Farms Loop Sidewalk Construction: Construction of approximately 430 feet of new six (6) foot wide sidewalk along the south side of Foothill Farms Loop, a collector roadway. Currently there is a gap in the sidewalk system along the south side of the roadway. This project would fill in the gap in the sidewals system and provide for better pedestrian access to one of the community's largest providers of social services, Travis County Health and Human Services/Veterans Affairs.
3) Edgemere Drive Sidewalks and Barrier Improvements: Construction of 550 feet of new and replacement 5 foot wide sidewalk along the west side of Edgemere Drive north of Ramble Creek Drive and installation of two accessible ramps at the intersection of Edgemere Drive and Ramble Creek Drive. There is currently a gap in the sidewalk system in this area that leads to the community park, Windermere Park. Funded through 2014 Action Plan.
The project is estimated to take approximately 75 days to complete. The first component of the project that will be started will be the sidewalk and accessibility improvements at the Recreation Center.
The average for the bids was $99,984.24.
Status
The project was advertised for bids on February 24, 2016. Six (6) bids were received and opened on March 23, 2016.
Fiscal Impact
The project is funded utilizing CDBG allocations. No city funds will be utilized to complete this project.
