Summary
The proposed agenda item is to approve a Professional Services Agreement with Freese and Nichols, Inc. (FNI) in the amount of $69,105 for the preparation of the Water and Wastewater Master Plan Update. This item supports the infrastructure pillar of the Strategic Plan.
The last Master Plan Update effort was completed by Freese and Nichols, Inc. in February 2020 with partial updates made to the Capital Improvements Plan (CIP) for the water distribution and wastewater collection systems in 2021. The updates in 2021 reflected updated growth patterns, a revised service area plan and an update to the schedule of the anticipated 5-year Capital Improvements Program list along with revised cost estimates.
The proposed scope of services for this Master Plan Update includes:
• Update of Land Use data and growth projections from the 2022 Impact Fee Study Update to identify projected developments for the 5-year planning period.
• Review and update the Water and Wastewater Capital Improvement Program
• Publish Master Plan Updated Reports (Water & Wastewater)
• Provide information for the public
The work effort is anticipated to be complete in June 2023. An ordinance will be brought forward at that time to for consideration to adopt the update to the Water and Wastewater Master Plan.
Prior City Council Action
City Council approved Ordinance Number 1438-20-04-14 to update the water and wastewater master plans at the April 14, 2020 meeting.
City Council approved Ordinance Number 1500-21-06-22 to update the water and wastewater master plans at the May 25, 2021 meeting.
