Authorizing the City Manager to approve the addition of twenty (20) Ford Police Interceptor Utility Patrol vehicles to the City’s current leasing agreement with Enterprise Fleet Management.

 

...Summary

The City of Pflugerville Police Department currently utilizes a shared car, or “pool” car, system for the use of on-duty patrol cars throughout the city. Except for a limited number of officers who have been approved for a take-home police vehicle, patrol officers share a vehicle with a car partner who works on the opposite shift. These vehicles are driven seven days a week, twelve hours a day, every day of the year.  Should a critical incident occur, off-duty officers must first respond to the Police Department, transfer equipment from their personal vehicle to a Police unit, and then continue to respond to the incident, assuming that their car is not already being used.

 

The Police Department is seeking twenty additional vehicles to allow for every sworn officer of the Police Department to take their vehicle home. Allowing for every sworn officer a take home vehicle provides the following advantages:

                     Allows for rapid deployment of multiple officers during a critical incident - each officer can respond directly to a scene or patrol district where they may be immediately needed.

                     Vehicles are not being used every day thereby reducing the amount of stress placed on them.

                     Take home vehicles tend to be better maintained as each officer has accountability for their individually assigned vehicle.

                     Additional recruitment and retainment tool, allowing for increased competition with surrounding agencies.

 

There is not an additional tax and/or stipend for an officer associated with this benefit as defined by the IRS.

 

Annual Cost: $15,073 per vehicle (Ford Police Interceptor Patrol vehicle and necessary equipment), for a total annual cost of $301,461 for all twenty (20) vehicles and equipment. The FY22 budget impact is estimated to be 3 months at $75,360 total capital lease within the Debt Service Fund.  No budget amendment will be needed.  FY22 additional lease costs can be funded from savings within the current approved funding.

 

 

Prior City Council Action

City Council previously approved an agreement with Enterprise Fleet Management for the capital lease of the City’s fleet at their September 14, 2021 Regular Meeting.
