Discuss and consider action to award a construction contract for the Pflugerville Justice Center Evidence Facility Project to Majestic Services, Inc. the lowest responsible bidder of three (3) accepted bids received on March 9, 2021, in the amount of $442,167.00 and authorizing the City Manager to execute same.
Summary
City contracted with Halff and Associates, Inc. for the design of an evidence storage facility which consists of an approximate 1,300 sqft new evidence storage facility, ancillary utility and electrical improvements, and one Bid Alternative for adjacent covered parking and surface parking lot. This facility will provide storage for evidence, 2 enclosed bays for vehicle inspections, covered parking for 4 vehicles and uncovered parking for 6 more vehicles.
Bids were opened on March 9, 20201 and Majestic Services, Inc. was the lowest responsible bidder of five (5) bids received. The current budgeted amount will allow for the construction of both the base bid and the Alternate #1. Two bidders (Gilger and DKC) were rejected due to the omission of unit pricing on their respective bid forms. The remaining three bidders were responsible, but all three had math errors in their bid forms. The corrected bid totals are shown in the presentation.
City engineering staff is coordinating with Pflugerville Police staff as to the upcoming construction kick off.
The budget for the building is $470,000 and the base bid and bid alternate from Majestic Services, Inc will allow for construction of the building as well as the alternate canopy and adjacent parking. Construction is anticipated to start by the end of April, and the construction duration is 120 and 150 days to substantial and final completion, respectively. City staff is not familiar with Majestic Services, Inc, but our PM from Halff and Associates checked their references and no issues of concern were noted.
Prior City Council Action
City Council approved a professional services supplemental agreement with Halff and Associates, Inc. in the amount of $66,160.00 for professional engineering services associated with the Justice Center parking lot expansion and evidence storage facility project at the July 14, 2020 meeting.
