Summary
This resolution affirms the City’s commitment to dedicate up to fifty (50) percent of its Type B sales tax annual revenue to the support, enhancement, and development of parks and recreation facilities within the City, as directed and approved by the City Council through its annual CIP and budgeting process.
As the City continues to experience operational and legislative pressure on property tax revenue, this resolution helps protect and prioritize parks and recreation investments. The City’s emerging brand emphasizes parks and public spaces as key community assets, and continued investment in these areas enhances Pflugerville’s attractiveness as a place to live, raise a family, and conduct business. By a portion of Type B revenues to parks and recreation, this resolution advances long-term economic growth, community well-being, and the City’s strategic vision while ensuring these quality-of-life priorities remain resilient within evolving fiscal challenges.
Establishing a consistent funding commitment, also provides stability and predictability for planning, maintenance, and future improvements to the City’s parks system. For FY27, it is anticipated that approximately $2.1 million from this allocation will be used to support the operations of The Monarch Recreation Center, with a continuing annual allocation until such time as operating revenues fully offset costs. As The Monarch’s revenues increase towards full cost recovery, Type B funding will be redirected to support other parks and recreation initiatives as identified through the Capital Improvement Program (CIP) and the annual budgeting process as approved by City Council.
This long-term funding commitment is consistent with the 2026-2030 Strategic Plan and Pflugerville Community Development Corporation’s (PCDC) Comprehensive Economic Development Strategy (CEDS), which authorizes and encourages investment in quality-of-life projects that further economic activity.
