Approving a professional services agreement with Freese and Nichols, Inc. in the amount of $283,000 for professional engineering services for the Engineering Design Manual update, and authorizing the City Manager to execute the same.
Summary
The proposed professional services agreement is to update the City of Pflugerville's Engineering Design Manual (EDM). The purpose of the EDM is to set minimum standards for city infrastructure - water, wastewater, drainage, transportation, sidewalks, wireless transmission facilities, etc. to ensure health, safety, and welfare of the public by establishing practices and minimum engineering criteria that are enforced in the city limits and extraterritorial jurisdiction (ETJ). This manual is utilized when reviewing all infrastructure projects, including current development and capital improvements. The overall EDM was originally adopted in 2005 and while the manual has received many amendments since its original adoption, the entire document has not been fully evaluated in more than a decade. It is also noteworthy that with several long-range projects on-going with the city, including the Mobility Master Plan and Broadband Master Plan, running the manual update slightly staggered to those projects will allow for a more seamless implementation.
Freese & Nichols was selected through a Request for Qualifications process. Three total firms submitted Statements of Qualifications.
The overall scope includes:
1. Public Engagement, stakeholder meetings, internal project meetings, and presentations to City Council and boards and commissions;
2. Evaluation of existing EDM, Unified Development Code, long-range documents (Aspire Pflugerville 2040 Comprehensive Plan, Transportation Master Plan (as amended), Water/Wastewater Master Plan, Reclaimed Water Master Plan, Drainage Master Plan, etc.);
3. Diagnostic Analysis; and
4. Engineer Design Manual - includes a draft process for staff input, and final documents that will be presented to City Council for approval.
Once the Engineering Design Manual update is complete, the next phase related to this project will be updating the specifications and standard details and approved product list, which staff anticipates taking place in Fiscal Year 2026.
This project was approved in the FY 2025 budget.
