Title
Discuss fiscal impact of two petitions for annexation by Sorento Holdings, LLC for Tracts One and Two, generally located along the east side of Weiss Lane, between Hidden Lake Crossing and Jesse Bohls Road.
 
Summary
The property owner, Sorento Holdings 2012, LLC has petitioned the City to annex the subject property that is located at the southeast corner of the existing Weiss Lane and Hidden Lake Crossing intersection. Given that the property is within Travis County Municipal Utility District (MUD) No. 17, the MUD governing body (board) must consent to the annexation. The reason for the annexation request is to resolve construction plan approval issues within Travis County that do not permit concrete streets, pavers, or stamped features in the pavement proposed within the county right-of-way by the developer. While the development is occurring in the Pflugerville extraterritorial jurisdiction (ETJ), not within the city limits, granting this petition enables the development to proceed with a higher level of enhancement to infrastructure not otherwise allowed in the county, to areas immediately adjacent to the city limits and proximate to Lake Pflugerville. The proposed street will be constructed of asphalt with simulated pavers, and maintained by Travis County MUD 17.
 
 
Status
Construction plans have been approved and the development of infrastructure is anticipated with 60 days. An illustration of the proposed improvements is attached. Tract One is scheduled for consideration by the City Council on June 25 (First Reading), and Tract Two on July 9 (First Reading).
 
 
Fiscal Impact
Section 1.04 of the City Charter requires that before the city may annex an area or extend its extraterritorial jurisdiction, the city manager must present a written report on the financial impact of the proposed annexation or extension and the adoption of any proposed service plan to the Planning and Zoning Commission and City Council.
 
Tract One: The subject property is currently vacant and free of improvements or residents, and shall remain free of residents. In its current condition, there is no fiscal impact to the City of Pflugerville associated with this annexation. The property is proposed to be the northern entrance into the Sorento Subdivision, within Travis County MUD 17. Based on the approved preliminary plat, 1.05 acres of the proposed annexation will be public park land dedicated to the city and contiguous to the existing city owned open space being evaluated in conjunction with the Athletic Complex and Randig Tract Feasibility Study. The balance of the annexed land will be used for public right-of-way that will be dedicated to the city. About 500 feet of infrastructure will be constructed by the petitioning property owner within this area, and maintained by Travis County MUD 17 via a license agreement that also includes private landscape improvements in the median or on the flanking rights-of-way as depicted in the attached illustration. All of the subject land is anticipated to be dedicated to the public, thus no revenue from ad valorem or sales and use taxes is anticipated.
Tract Two: The subject property is currently vacant and free of improvements or residents, and shall remain free of residents. The property includes existing public right-of-way and additional land along the east side of Weiss Lane for a total of 2.150 acres. The additional land is the proposed right-of-way dedication as required by the platting process. As a result of this annexation, the City of Pflugerville may incur additional costs for the improvement of Weiss Lane based on more of the road being fully within the city limits. The City is currently coordinating with Travis County to implement bond funds allocated to this corridor to improve the roadway safety and has discussed further improvements to the road be considered in a future bond election. All of the subject land is anticipated to be dedicated to the public, thus no revenue from ad valorem or sales and use taxes is anticipated. Street and drainage maintenance along both sides of the road from the Lake Pflugerville park entrance to Hidden Lake Crossing will become the city's responsibility. Currently only the west side of the public right of way is in the city limits and handled by a city crew. The additional right of way maintenance obligations of the city will incur an additional half day of effort for general mowing and maintenance of the right of way, generally once per month.
