Title

Approving a Professional Service Supplemental Agreement with Garver, LLC in the amount of $382,448 for professional engineering services associated with City of Pflugerville Reuse Feasibility Study, and authorizing the City Manager to execute the same. 

 

Summary

The City of Pflugerville seeks to supplement and diversify its water supply portfolio by accepting treated effluent from the Brushy Creek East Regional Wastewater Treatment Plant (BCE). The transfer of water from BCE to Lake Pflugerville will benefit the City by incorporating up to 25,000 acre-feet/year of a drought-resilient water source into their water supply, and it will benefit the Lower Colorado Regional Authority (LCRA) by helping them achieve the “No Net Loss” requirement stipulated in HB 1437. This Supplemental Agreement No. 6 is for a feasibility study that evaluates alternatives for incorporating BCE effluent into the City’s water supply. The study will seek to identify the best possible alternative based on cost, impacts to Lake Pflugerville, and other criteria. The primary deliverable for this project will be a feasibility study that includes all of the information required by the Bureau of Reclamation’s (BOR’s) WaterSMART Water Reclamation and Reuse (Title XVI) Program, which will make this project eligible to seek future funding from the Title XVI Program.  This project ensures that we meet the City's Strategic Goal of preparing a robust and resilient infrastructure that exceeds expectations in ensuring that we prepare for the City's future with it's water supply needs throughout 2050. 

 

As this project has many off-ramps for the various entities that are involved in this feasibility study (LCRA, BRA, City of Round Rock), the scope of services to be provided includes the base level of work that allows for the preliminary work to be done within the next 12 months while also allowing for future additional services to be requested if all of the other entities stay on board with the project.  The base level of work that is included in this PSSA will total $319,166 with the level of effort required with additional services that may be needed to continue the project if all parties stay involved for an additional cost of $63,282.  These services account for the total cost for this PSSA of $382,448.  This project is listed under the FY2022 Utility Administration budget under the Professional Services and is listed as "Water Supply Evaluation." 

 

Prior City Council Action

On December 14, 2021 City Council approved a Memorandum of Intent Related to the Provision of Treated Wastewater Effluent From the Brazos River Basin to the City of Pflugerville, Texas between the City of Pflugerville, the City of Round Rock, the Brazos River Authority, and the Lower Colorado River Authority.
