Title

Approving a professional services agreement with Capstar Electric in the amount of $545,503 for the installation of infrastructure to install streetlights in the Skyview Manor and Windermere subdivisions as part of the Community Development Block Grant Program infrastructure projects, and authorizing the City Manager to execute the same.

Summary

The Community Development Block Grant (CDBG) 2022 Annual Action Plan and the reallocated funds that were approved with the fourth amendment to the 2020 Action Plan (CDBG-CV) identified streetlights to be installed in the Skyview Manor and Windermere subdivisions. In collaboration with Oncor Electric Delivery, Oncor will install the streetlights at no cost to the City once the electrical conduit necessary for the installation of electrical wire and the streetlights is installed. If the professional services agreement is approved, Capstar Electric will begin the construction work for installing the underground electrical conduit needed for Oncor to install 12 new streetlights throughout the Skyview Manor Subdivision and 14 new streetlights within the Windermere subdivision. Capstar Electric will utilize directional drilling under driveways and roadways for the installation of the electrical conduit to prevent cutting of driveways and streets. While landscape areas and irrigation are not anticipated to be damaged as a result of the directional drilling and trenching, should landscape areas and irrigation be damaged, Capstar Electric will be responsible for the repair and replacement. Communication will be provided to the community prior to any work commencing through the use of door hangers, social media, and similar communication outlets.

If the professional services agreement is approved, the contractor is anticipated to begin by the end of August with an estimated 60-day duration of work in each subdivision dependent on weather and similar unforeseen circumstances. Once the electrical conduit has been installed by Capstar Electric, the CDBG portion of the project will have been completed and Oncor will then be able to follow behind and install the required electrical wire and install the streetlights. There is no cost to the city for the work that Oncor will complete.

Capstar Electric is a firm out of Georgetown that is familiar with the federal reporting requirements required for CDBG. Capstar Electric was selected following a competitive sealed bid process and they refined their scope with staff to ensure as many streetlights could be installed based on funding.

Prior City Council Action

City Council approved the Community Development Block Grant (CDBG) 2022 Annual Action Plan which identified and allocated funding toward the streetlight projects. City Council also approved a fourth amendment to the 2020 Action Plan that reallocated funds to the streetlight project on May 9, 2023.

On February 27, 2024, City Council approved a professional services agreement for this project with a different firm that was selected utilizing The Interlocal Purchasing System (TIPS) purchasing cooperative. Through discussions with HUD, it was advised to restart the procurement process utilizing the competitive sealed bid process to prevent any potential future issues with the HUD funding. The previous firm was made aware of the bid process but did not participate in this bid process.

Recommended Action

Approving a professional services agreement with Capstar Electric in the amount of $545,503 for civil work associated with the Community Development Block Grant infrastructure projects to add streetlights to the Skyview Manor and Windermere subdivisions, and authorizing the City Manager to execute the same.
