Discuss and consider action to approve the selection of Freese and Nichols for professional services associated with the preparation of a Comprehensive Plan and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.
Summary
The City of Pflugerville solicited requests for qualifications for the preparation of a Comprehensive Plan in January and February of 2020. City staff received eight (8) statements of qualifications (SOQs) which were reviewed and scored. Staff recommends selecting Freese and Nichols for the preparation of a Comprehensive Plan. The objective of this request was to identify and engage the most qualified consulting firm to assist the City in preparing a Comprehensive Plan to serve as the guiding policy document for the development of the City and will reflect the community's collective goals and vision for the future.
The 2030 Comprehensive Plan was adopted in 2010 and has been subsequently amended with the adoption of the following Plan elements:
• 2011 - Parks, Recreation and Open Space Master Plan
• 2014 and 2019 - Wastewater Master Plans
• 2014 and 2019 - Water Master Plan
• 2015 - Reclaimed Water Master Plan
• 2015 and 2019 - Master Transportation Plans
