Approving an ordinance on third reading with the caption reading: AN ORDINANCE OF THE CITY OF PFLUGERVILLE, TEXAS, AMENDING ORDINANCE NO. 1015-09-09-08 OF THE CITY OF PFLUGERVILLE, TEXAS, AS AMENDED, BY CHANGING THE ZONING DESIGNATION OF LOT 40B, BLOCK P, REVISED FINAL PLAT OF LOT 40, BLOCK P, CAMBRIDGE HEIGHTS COMMERCIAL SUBDIVISION, CONSISTING OF APPROXIMATELY 4.061 ACRES, FROM AGRICULTURE / CONSERVATION (A) TO RETAIL (R) ZONING DISTRICT; TO BE KNOWN AS CAMBRIDGE HEIGHTS RETAIL, LOT 40B (REZ1409-01) AND PROVIDING AN EFFECTIVE DATE.
 
Summary
The applicant, Mr. Tim Moltz, on behalf of the property owner, Americo Financial Holdings L.L.C., is requesting a rezoning from the interim zoning district of Agriculture/Conservation (A) to Retail (R) zoning. The property is generally located at the southwest corner of Grand Avenue Parkway and W. Pflugerville Parkway. The area was annexed in 2006 through a three-year annexation plan (ORD No. 854-06-12-12) and given an interim zoning district of Agriculture/Conservation (A) and would remain (A) zoning until such time a permanent zoning district was designated through standard rezoning proceedings.  The subject site is currently unimproved.  The large lot configuration of the subdivision and its general location at an intersection of two major arterial roadways and a major collector, Schultz Lane, provides an opportunity for the subject site to serve the residential neighborhoods in the western portion of the City with retail and neighborhood services. The Retail zoning district, in this geographic context with the subject site at the intersection of two major arterial roadways, is representative of a "Neighborhood Center".
 
Staff Recommendation
The Retail zoning district is generally compatible with the adjacent land uses and is in accordance with the "Neighborhood Center" concept in the Comprehensive Plan. Staff recommends approval of the proposed rezoning ordinance on third and final reading.
 
Planning and Zoning Commission Action
On November 3, 2014, the Planning and Zoning Commission conducted a public hearing and with a vote of 6-0, recommended approval of the staff recommendation.
 
Prior City Council Action
The City Council held a public hearing and approved the ordinance on first reading on November 11, 2014.  City Council approved the ordinance on second reading on February 10, 2015.
