Public hearing and possible action approving a resolution adopting a Community Development Block Grant (CDBG) Citizen Participation Plan.
 
Summary
The Community Development Block Grant (CDBG) program provides annual grants on a formula basis to entitled cities, such as Pflugerville, to assist in developing viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate-income persons.  The City of Pflugerville is an eligible CDBG grantee because it has a population of at least 50,000. The July 2012 estimate provided by the US Census Bureau was 51,894.
The primary goal of the Citizens Participation Plan (CPP) is to provide citizens an opportunity to participate in an advisory role in the planning, implementing, and assessment of the programs and projects.  The CPP is organized to summarize the nature of the program, affording citizens the opportunity to understand the program so as to ensure aligned goals, and learn how to participate by detailing the various processes. Background information describing the CDBG program is taken from the US Department of Housing and Urban Development (HUD) website and is included in the CPP for reference.
Comments regarding the CPP were solicited from citizens on the City's website and through our social media outlets of Facebook and Twitter.  A draft of the CPP was placed on the City's web page and at the Library and comments were encouraged to be emailed.  
 
Deadline for City Council Action
Staff is requesting action on this item on the March 11, 2014 agenda in order to meet the scheduled deadlines and final adoption of the program scheduled for July.
 
Projected Future City Council Action
During the process of establishing the associated plans for the CDBG program the City Council will be requested to host public hearings related to the City's CDBG plans and projects between May and August of 2014.

Staff recommends approval of the proposed Citizen Participation Plan.
