Summary
This project is presented as supported by the infrastructure pillar of the Strategic Plan and identified in both the Fiscal Year 2022 Utility Capital projects as well as 2020 Wastewater Master Plan. In the City of Pflugerville approved 2020 Wastewater Master Plan, wastewater rehabilitation projects were identified as a result of a risk-based assessment of all wastewater pipelines and nearly all the City’s lift stations to assist in the prioritization of recommended operations and maintenance improvements. The proposed request is for approval for selection of consultant and approval for a professional services agreement with the City. This project supports the 2021-2025 Strategic Plan #3 for Infrastructure, "Maintain infrastructure to ensure resiliency and operability at all times."
The City of Pflugerville solicited requests for qualifications (RFQ) from qualified engineering firms to provide professional engineering services for design of the proposed 27-inch Kelly Lane Wastewater Interceptor project to improve reliability of existing infrastructure and meet future sewer needs. The City received 9 nine Statements of Qualifications (SOQs) from interested firms in January, 2022. A Selection Committee made up of City Staff reviewed, scored and ranked. Based on the scoring, the selection committee determined that Walker Partners is the most qualified for the professional services.
The City Staff requests approval for engineering services from Walker Partners, LLC associated with the Kelly Lane Interceptor & Lift Stations Decommissioning/Demolition. Walker Partners LLC will perform preliminary design services including alignment evaluations, selection and developing a Technical Memorandum; alignment confirmation and development of the Basis of Design Report for utilization in future design development. Supplemental Services if authorized may include subsurface utility engineering investigation, lift station plans, development of engineering feasibility report and environmental documents required by funding agencies.
The City finds that the Project will provide increased wastewater capacity, convey wastewater flows to the proposed Wilbarger Wastewater Treatment Plant and facilitate more efficient and environmentally safe conveyance of wastewater flows to provide a robust infrastructure and benefit the residents of the City of Pflugerville.
