Approving an ordinance on second reading with the caption reading: An ordinance authorizing the lease of City property located at 11753 New Sweden, Pflugerville; providing cumulative, repealer and severability clauses; providing for open meeting and establishing an effective date.

 

Summary

The City currently owns a large tract of land outside of the City of Pflugerville city limits, but within the City’s wastewater Certificate of Convenience and Necessity (CCN) for a future wastewater treatment plant to be constructed to serve eastern areas of the wastewater CCN.  The property is roughly 72 acres of undeveloped agricultural land that will be used for a regional lift station to serve the New Sweden area until growth in the area expands and a third wastewater treatment plant is required.  While the City will be constructing the regional lift station in the next 20 months, this will only require a small portion of the 72 acres of land and the City will need to maintain the remainder of the property. 

 

This lease will allow for the tenant to use the property for agricultural use until the City constructs the regional lift station and will relieve the City from having to maintain the remainder of the property.  At that time, the lease will be amended to account for the reduced acreage available to the tenant with a lift station being constructed.  This is reflected in the 1-year term of the lease being proposed currently to account for changes to the site when the lift station is constructed.  At the time of construction, a new lease will be brought to City Council for consideration with a reduced area of land.
