Approving a construction contract with Patin Construction in the amount of $9,872,559 associated with the Neighborhood Street Reconstruction Package No. 2 project and authorizing the City Manager to execute the same.

 

Summary

This agenda item requests approval of a construction contract with Patin Construction in the amount of $9,872,559 for the Neighborhood Street Reconstruction Package No. 2 (Project). This item supports the Infrastructure pillar of the Strategic Plan by maintaining a robust and resilient roadway infrastructure that exceeds expectations.

 

On January 11, 2022 the City of Pflugerville approved and executed the Professional Services Agreement with Lockwood, Andrews & Newnam, Inc. (LAN) for the engineering design of Street Reconstruction Package 2 which included Bushmills Road, Edgemere Drive, Great Basin Avenue, Picadilly Drive, W. Pflugerville Loop, Windermere Drive, and Yellow Sage Street. The Project includes the design, bid, and construction administration services to rehabilitate the segments in Package 2 with recommended repairs based on the Pavement Condition Index (PCI) collected in May and June 2019.

 

In the first phase of the project, LAN and its geotechnical subconsultant conducted a Windshield Study that documented current roadway conditions and recommended repair methods in a Windshield Study Report. This report, which was submitted and reviewed by City staff and General Engineering Consultant, identified changes in the repair application for several streets due to changes in roadway condition. Great Basin Avenue and Piccadilly Drive were originally planned to be rehabilitated with mill and overlay methods based on the 2019 PCI. LAN proposed full reconstruction for these roadways with full support of City staff and the General Engineering Consultant

 

The competitive sealed proposal method was selected as the best value method for bidding this project. This project was bid pursuant to Section 2269.151 of the Texas Government Code using the competitive sealed proposal delivery method, based on predefined criteria as a best value to the City.

 

The project was advertised on August 9, 2023, as required. On September 7, 2023, at 2 PM the City received four (4) proposals and the results were read aloud for the record. A selection committee reviewed and scored the proposals based on the published criteria which included a check of the offeror’s references. Three (3) firms were shortlisted and interviewed. Patin Construction was identified as the most qualified firm to the City. Staff concurs with the design engineer’s recommendation to award the construction contract for the Neighborhood Street Reconstruction Package No. 2 project to Patin Construction.

 

Construction is anticipated to start January 2024. The proposed construction duration anticipates approximately 11 months to completion.

 

 

Prior City Council Action

Pflugerville City Council called a November 3, 2020, bond election for three propositions totaling $191.3 million at the August 11, 2020, meeting.

City Council approved the selection of Freese and Nichols, Inc. to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects at the January 26, 2021, meeting.

 

City Council approved a professional services agreement with Freese and Nichols, Inc. to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects at the March 23, 2021, meeting.

 

City Council approved a professional services agreement in the amount of $423,294 with  Lockwood, Andrews & Newnam, Inc (LAN) to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects identified in Street Reconstruction Package 2  at the January 11, 2022 meeting.

 

City Council approved professional services supplemental agreement #1 with LAN for the addition of Frost Circle in the amount of $57,176.00 on May 24, 2022, meeting.
