Title

Discuss and consider action to approve a professional services supplemental agreement with Johnson, Mirmiran & Thompson in the amount of $537,554 for professional engineering services associated with the Kelly Lane Phase 2 roadway improvements project, and authorizing the City Manager to execute the same.

 

Summary

This agenda item requests approval of Professional Services Supplemental Agreement No. 5 with Johnson, Mirmiran & Thompson (JMT), the engineer of record, to provide additional design engineering services and construction administration services in the amount of $537,554 for the Kelly Lane Phase 2 roadway improvements project. This agenda item supports the Infrastructure pillar of the Strategic Plan, by ensuring the roadways built will meet current and future needs.

 

The 2019 Transportation Master Plan identified Kelly Lane as one of the three major regional connections of the City’s East-West corridors. This identified need and current congested conditions indicate the importance for widening Kelly Lane from the existing two-lane section to a four lane section extending the arterial section and continuing the build the major regional thoroughfare in the easterly direction. This reconstruction and widening of the roadway, and the Phase 3 segment to Weiss Lane/Hodde Lane will keep pace with the increasing traffic volumes so Kelly Lane can operate efficiently and safely through the year 2040.

 

The best qualified offeror and recommended contractor for the project provided major cost optimizations to change the drainage from box culverts crossings to standard Texas Department of Transportation bridges. Upon further detailed discussion with the contractor and evaluation team and in consideration of ongoing maintenance and operations and recent rain events, the change to bridges is an improvement to the overall roadway and drainage system.

 

This supplemental agreement includes a cost of $537,554.21 for design of the bridge structures, and confirming the new drainage hydraulics, reduced footprint and updating the environmental documentation required for the project and post design services to continue discussion on optimization of the bridge design in concert with the contractor.  Also included is the addition of graphic services to show the Kelly Lane Phase 2 and 3 project designs in a “fly over” format that will be used in outreach and community engagement.    The scope of construction materials testing service will be a stand-alone contract and is removed from this contract scope.  

 

Prior City Council Action

 

In November 2018, Pflugerville voters approved $21.1million in bonds for transportation projects which included the reconstruction of Kelly Lane from a two-lane roadway to an urban four-lane divided section from W. Falcon Pointe Drive to Moorlynch Avenue.

 

On September 10, 2019, City Council approved a Professional Services (“Agreement") with Johnson, Mirmiran & Thompson, Inc. (JMT) to provide Engineering Design services for the Kelly Lane Ph2 and 3 project (“Project”) in the amount of $1,157,068.

 

On October 25, 2019, City Council approved and executed supplemental agreement number one (1) for professional engineering services in the amount of $44,255 for alignment alternatives associated with the Kelly Lane Phase 2 and Phase 3 roadway improvement project.

On March 10, 2020, City Council approved and executed supplemental agreement number two (2) for professional engineering services in the amount of $49,058 for additional geotechnical, SUE, and traffic analysis associated with the Kelly Lane Phase 2 and Phase 3 roadway improvement project.


On August 4, 2020, City Council approved and executed supplemental agreement number three (3) for professional engineering services in the amount of $455,311 for additional floodplain study, drainage design, retaining wall design, environmental documentation, and construction phase services associated with the Kelly Lane Phase 2 and Phase 3 roadway improvement project.

 

On November 23, 2020, City Staff administratively approved Professional Services Supplemental Agreement No. 4 for Time and Materials for a total of $0.00.
