Summary
This request for City Council approval of an amendment to the professional services agreement with Kimley-Horn to provide additional design and construction phase services for the Wilbarger Wastewater Improvements and transferring proposed infrastructure design of the interceptor junction box and pipeline infrastructure, with the Weiss Lane Lift Station decommissioning and incorporating the infrastructure design into the Wilbarger Regional Wastewater Treatment Facility Construction Manager at Risk project. This amendment will also include additional engineering design and construction phase services by subconsultant Plummer and Associates and JQ Infrastructure who are overseeing the design/construction of the flow diversion structure, electrical components, and structural components.
On November 10th, 2020, the City of Pflugerville approved and executed the Professional Services Agreement (PSA) with Kimley-Horn and Associates, Inc. (KHA) for the engineering design of the Wilbarger Wastewater Interceptor Project. The Project includes preliminary design services, design services, permitting through Travis County and Texas Water Development Board, environmental investigation, and easement acquisition for approximately 13,000’ of 54” wastewater interceptor.
The original scope of services included preliminary design, and final design of intersection of Wilbarger Wastewater Interceptor. This supplemental agreement includes design modifications and construction phase services. These costs encompass the entire construction of the interceptor, and portion of the fee within this supplemental agreement is attributed to TWDB coordination. These coordination costs are anticipated to yield cost-effectiveness, especially when considering the savings associated with utilizing TWDB or WIFIA funding for these projects.

Pflugerville City Council approved a Professional Services Agreement with KHA totaling $858,059.35 at the November 10th, 2020, meeting for Preliminary Phase Services.
City Staff Administratively approved Supplemental Agreement #1 for Professional Services for the Project in the amount of $36,694.35, for LIDAR, aerial mapping, digital photos to the Agreement on the 20th day of April 2021.
Pflugerville City Council approved Supplemental Agreement #2 for Professional Services for the Project in the amount of $1,130,833.20 60%, 90%, 100% Design and Bid Phase Services to the Agreement on the 25th day of June 2021.
City Staff Administratively approved Supplemental Agreement #3 for Professional Services for the Project in the amount of $47,169.50, for Design and Bid Phase services for the Weiss Lane Lift Station Decommission to the Agreement on the 14th day of October 2021.
City Staff Administratively approved Supplemental Agreement #4 for Professional Services for the Project in the amount of $13,415.00, for expired right of entries for landowners to the Agreement on the 12th day of April 2022.
City Staff Administratively approved Supplemental Agreement #5 for Professional Services for the Project in the amount of $6,397.00, for staking one easement to the Agreement on the 9th day of November 2022.
City Staff Administratively approved Supplemental Agreement #6 for Professional Services for the Project in the amount of $35,620.00, for staking one easement to the Agreement on the 11th day of October 2023.
