Discuss and consider action to approve a resolution amending the Pflugerville Community Development Corporation Bylaws.

 

Summary

As requested by Council, this item is to allow City Council to discuss and consider action regarding a restructure of the Pflugerville Community Development Corporation (PCDC) to where the Executive Director reports to the City Manager or her designee.

 

The mechanism to affect a restructure of PCDC would be a change to its Bylaws which, per Section 9.02, may be amended by the City Council at its sole discretion at any time.

 

The attached amended bylaws reflect a structure similar to the City of Round Rock and the City of Georgetown wherein the City Manager is the “General Manager” of the economic development corporation (EDC) who “shall employ such full or part-time employees as are needed to carry out the programs of the Board” (Section 6.01).

 

In other words, while PCDC would remain a separate corporation with a separate board, the EDC staff who support this board would be employees of the City and operate much like any other department of the City. The City Manager would recommend a new PCDC Director for City Council approval in accordance with Section 4.06 of the City Charter, and the Director would report directly to the City Manager or to an Assistant or Deputy City Manager.

 

Finally, under the direction of the City Manager or her designee, the PCDC Director would support the PCDC Board and set meeting agendas, allowing for Board members to request additional items as is done with the other boards and commission of the City (5.09).

 

Should City Council adopt the amended bylaws as presented, our next primary steps would be to restart the PCDC Director recruitment process and bring back a revised Administrative and Support Services Agreement. We would also begin the process of more fully integrating the existing PCDC staff, reviewing existing policies to determine if changes need to be made, and evaluating our internal processes and operations to maximize efficiency and collaboration.

 

 

Prior City Council Action

On May 28, 2024, Council instructed staff to develop a structure for the PCDC Executive Director to report internally.
