Title

Discuss and consider action to approve an agreement with Freese and Nichols, Inc. in the amount of $299,410 for professional engineering services associated with the preparation of a water master plan update.

 

Summary

The City last completed a water master plan in 2013. With changing demands and significant growth over the past five years, an update to the water master plan will help to continue guiding the city's water utility growth and provide the necessary tools to analyze any proposed changes or additions to the water system. As part of the master plan process, the City will also create a buried asset management program that will assist the City in managing maintenance of the water distribution system in the future.

 

The project scope includes an update and calibration of the City’s water model based on current GIS data and new developments and determination of projected water demands, hydraulic analyses and capacity requirements. Based on projected demands and recommended system efficiency improvements, a comprehensive water capital improvement plan with be provided for the 5-year, 10-year and build out scenarios. The results of the study will be summarized in a Water Master Plan Report and brought to City Council for adoption.

 

The attached agreement has been reviewed and approved as to form by the City Attorney.

 

Status
City staff has negotiated with Freese and Nichols, Inc. to establish a scope, schedule and fee for this project.

 

Prior Council Action

Freese and Nichols was selected as the most qualified consulting firm on January 9, 2018.

Fiscal Impact

The funding for the water master plan portion of this agreement is included in the Utility Administration other professional fees line item in the fiscal 2018 operating budget.  The funding for the buried asset management portion of this agreement is included in the Water Distribution other professional fees line item.  

 

Staff Recommendation

Staff recommends approval of this agreement with Freese and Nichols, Inc. in the amount of $299,410 for professional engineering services associated with the preparation of a Water Master Plan Update and buried asset management program.
