Summary
As part of the ongoing maintenance of the City's Upper Gilleland Creek Wastewater Treatment Plant, the cloth tertiary filters require replacement after they have reached the end of their useful life and the performance of the filters degrades to the point where recovery of the performance isn't feasible. Given that the tertiary filter system has been in operation since 2021, some of the filter cloths are beginning to show signs of reduced productivity and throughput after 4 years of continuous flow. While the filters are still performing adequately, it was planned this year to start the replacement of the filter cloth of a portion of the filters to stage the replacement over the next several years to prevent a full replacement of all 6 filters and to extend the life of the system for as long as we can. This proposal that is being considered is for the replacement of 2 of the sets of filter cloths for the filter system with the plan to replace one filter set this year and the next filter at the beginning of calendar year 2026. By bundling the purchase of two sets of filter cloths, this saves the City an additional 5% for the cloth.
As the filter system is manufactured by Alfa Laval, this would be an original equipment and sole source replacement as there is not another product that would be able to fit into the existing filter system without making design or construction changes to the tertiary filter system. Alfa Laval has also agreed to the City's standard Purchasing Rider without any modifications requested. This replacement is budgeted out of the Wastewater Treatment - Maintenance and Repairs line item that incorporates the entirety of repairs for the wastewater treatment plant for the fiscal year. The replacement of these filter cloths meets the City's Strategic Goal of Infrastructure by ensuring that the City continues to maintain our current infrastructure that ensures both the operability and the resiliency of the equipment required to treat all of the City's domestic wastewater flows.
