Summary
The proposed agenda item is to approve the Electrical Equipment Pre-Selection contract with T. Morales Company Electric & Controls Ltd. in the amount of $7,106,645.00 associated with the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project. This item supports the infrastructure pillar of the Strategic Plan, by expanding the City’s wastewater treatment capacity to meet current and future growth needs.
On July 12th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for the WCRWWTF Project, including the pre-Selection of vendors for major treatment process equipment. As explained during a presentation by City staff at the July 12th City Council meeting, pre-selection of equipment vendors prior to completing the design of the project will allow the Engineer of Record to finalize the design for a single equipment supplier and will also allow for advanced purchase of long lead time electrical equipment. This pre-selection contract offsets and anticipates the long lead time of electrical components by initiating the purchase at an earlier point and thus maintaining the WCRWWTF project schedule.
The pre-procurement CSP package was advertised on November 9, 2022. A pre-proposal conference was held on December 6, 2022. On December 16th, 2022, at 2:00 pm time, three (3) Competitive Sealed Proposals were received, and the results were read out loud for the record.
A Selection Committee, reviewed, and scored the proposals based on the published criteria which included a check of the offeror’s references. T. Morales Company Electric & Controls Ltd. was selected as the best value for the City, and a Letter of Recommendation of Award was provided to the City by the Engineer of Record. The City concurs with the Engineer of Record’s recommendation of award. The best value proposal included the Electrical Equipment with total cost of $7,106,645.00 for Phase 1 of the WCRWWTF.
The Electrical Pre-Selection Purchase Agreement executed by the City will be reassigned to the General Contractor for the construction of the WCRWWTF Phase 1 Project. Once the Purchase Agreement is reassigned, the General Contractor will assume all responsibility, including installation and payment for the equipment, under the terms of the equipment Purchase Agreement.
Prior City Council Action
On July 12th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project, including the Pre-Selection of vendors for major treatment process equipment.
On September 27, 2022, Council awarded a pre-procurement contract to Trojan Technologies to supply UV Disinfection Equipment for the WCRWWTF in the amount of $655,520.
June 22, 2021, a professional services supplemental agreement with Garver in the amount of $7,896,181 for preliminary design, final design and bid phase services for the Wilbarger Creek Regional Wastewater Treatment Facility Project.
October 27, 2020 Council approved a professional services agreement in the amount of $1,650,192 with Garver for the conception design of the Wilbarger Creek Regional Wastewater Treatment Facility Project.
September 22, 2020 Council approved selection of Garver for professional services associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project.
