Summary
The City awarded the construction of the Wilbarger Creek Park Phase 2 (Base Bid and Alternate B) in the amount of $3,392,198 to Patin Construction, LLC on November 14, 2023. Alternate B is for the construction of a dog park within Wilbarger Creek Park Phase 2 and is $624,590.64 of that total. Construction began in March of 2024 and work is in progress on the base bid and Alternate B improvements.
This change order is the first for this project and is requested to incorporate design changes to the dog park amenities at an additional cost of $336,977.75, which brings the final construction contract value to $3,729,175.75. This change order also extends the project’s final completion time from 210 days to 300 days. With the approval of this change order, the substantial completion date changes from October 7, 2024 to January 5, 2024.
Funds utilized for this change order are from Parkland Escrow supplied by residential development. Wilbarger Creek Park is a regional park with restrooms and parking and, as such, is a candidate for use of parkland development funds.
The design changes incorporated in this change order include using artificial turf and decomposed granite for the dog play areas to mitigate wear patterns from high usage, adding and revising sidewalks for increased access and ADA accessibility around the perimeter of the dog play areas, adding additional picnic tables, limestone block seats, stepping logs, artificial turf play mounds, and installing additional landscaping. These improvement implement the goals adopted from the Pflugerville Parks, Recreation, and Open Space Master Plan adopted in the fall of 2023 to expand destination-based, diverse outdoor facilities such as dog parks, to enhance safety with increased lighting and reduce the overall maintenance required by city staff. These additional improvements will significantly enhance the park's appeal, making it a regional draw for dog owners and their pets in the Pflugerville community.
These improvements align with City Council strategic goals to engage the community through safe, vibrant parks and recreation services.

November 24, 2023 - City Council approved the purchase of a modular restroom from Corworth for $190,415 for Wilbarger Creek Park Phase 2
