Approving the selection of Binkley and Barfield for professional engineering services associated with design, bidding, and construction administration of the Rowe Loop Wastewater Service Extension Project and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.
Summary
The City of Pflugerville solicited requests for qualifications from engineering firms to perform design services, bidding and construction administration for the Rowe Loop Wastewater Service Extension Project.
The Steeds Crossing lift station has the highest cost of lift station maintenance in the City's wastewater system. The removal of the lift station will improve the reliability of that portion of our wastewater system.
Preparation of the final engineering construction documents shall include but not be limited to: topographic and boundary surveys where required, geotechnical investigation, environmental assessment and environmental clearances, Phase I Archaeological Survey including subsurface testing and clearances through the Texas Historical Commission, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, determination of ROW/easement acquisition, preparation of ROW/easement acquisition metes/bounds and sketch, preliminary and final engineer's opinion of probable construction cost, project manual and any other items necessary to successfully construct this project.
This project will be designed in accordance with the City of Pflugerville's 2011 Edition of the Uniform Development Code and May 2005 Edition of the Engineering Design Guidelines & Construction Standards.
Status
City staff received twenty (20) proposals. A review team made up of Mr. James Wills, Public Works Director; Mr. Dan Franz, City Engineer; Mr. Wiley Webb, Utility Superintendent; and, Ms.Amy Giannini, Engineer, reviewed and scored the proposals. Four firms, DCS Engineering Inc., Freese & Nichols, Binkley and Barfield, and CP&Y were selected as finalists and asked to interview. Binkley and Barfield was the highest scoring firm after the completion of the interviews.
Projected Future City Council Action
A future agenda item will be scheduled to approve the contract for the project. Staff anticipates negotiations to take place in the next month and a contract will be presented for Council review and consideration in March.
Fiscal Impact
This project is included in the approved Utility CIP for fiscal year 2013.

Staff recommends the selection of Binkley and Barfield for the design, bidding and construction phase services for the Rowe Loop Wastewater Extension project.
