Title

Approving a Professional Services Supplemental Agreement with Lockwood, Andrews & Newnam, Inc. in the amount of $254,368 for professional engineering services associated with the 2020 Transportation Bond Program Project: Street Reconstruction Package 2 Projects, and authorizing the City Manager to execute the same.

 

Summary

On January 11, 2022 the City of Pflugerville approved and executed the Professional Services Agreement with Lockwood, Andrews & Newnam, Inc. (LAN) for the engineering design of Street Reconstruction Package 2 which included Bushmills Road, Edgemere Drive, Great Basin Avenue, Picadilly Drive, W. Pflugerville Loop, Windermere Drive, and Yellow Sage Street. The Project includes the design, bid, and construction administration services to rehabilitate the segments in Package 2 with recommended repairs based on the Pavement Condition Index (PCI) collected in May and June 2019.

 

In the first phase of the project, LAN and its geotechnical subconsultant conducted a Windshield Study that documented current roadway conditions and recommended repair methods in a Windshield Study Report. This report which was submitted and reviewed by City staff and General Engineering Consultant identified changes in the repair application for several streets due to changes in roadway condition. Great Basin Avenue and Piccadilly Drive were originally planned to be rehabilitated with mill and overlay methods based on the 2019 PCI. However, LAN is now proposing full reconstruction for these roadways. LAN also recommended splitting the project into two bid packages, one for mill and overlay and one for street reconstruction, to reduce expected construction costs. The two recommended repair methods are typically performed by two separate contractors and splitting the packages by type will reduce subcontractor markup factored into the bids.

 

The changes to repair methods and separating the bid packages will require additional scope of services for LAN and its subconsultants to implement:

 

1)                     Obtain survey for the expanded limits of full roadway reconstruction

2)                     Obtain geotechnical analysis for the expanded limits of full roadway reconstruction

3)                     Prepare plans, specifications, and estimates for the expanded limits of full roadway reconstruction

4)                     Prepare separate bid and construction packages for the two rehabilitation methods

5)                     Assist the city during bidding and construction of the separate packages

 

The budget for this project included funds for Right-of-Way (ROW) acquisition. No additional ROW needs were identified during the study phase so these funds may be used to fund the additional design effort.

 

Prior City Council Action

Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.

 

City Council approved the selection of Freese and Nichols, Inc. to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects at the January 26, 2021 meeting.

 

City Council approved a professional services agreement with Freese and Nichols, Inc. to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects at the March 23, 2021 meeting.

 

City Council approved a professional services agreement in the amount of $423,294 with  Lockwood, Andrews & Newnam, Inc (LAN) to provide general engineering consulting services associated with the 2020 General Obligation Bond Transportation Projects identified in Street Reconstruction Package 2  at the January 11, 2022 meeting.

 

City Council approved professional services supplemental agreement #1 with LAN for the addition of Frost Circle in the amount of $57,176.00 on May 24, 2022 meeting.
