Title
Approving a resolution amending the City of Pflugerville Engineering Design Guidelines to update Section 7 - Pollution Control to be in compliance with the City of Pflugerville Code of Ordinances Title XV Land Usage Chapter 158 Storm Water Pollution Control Ordinance and the City of Pflugerville's Municipal Separate Storm Sewer System (MS4) Phase II Permit.
Summary
In compliance with the City of Pflugerville Code of Ordinances Title XV Land Usage Chapter 158 Storm Water Pollution Control Ordinance and the City of Pflugerville's MS4 Phase II Permit, the revisions to the Engineering Design Guidelines serve to provide a resource document and policy to protect land and water resources from the adverse effects of erosion and sedimentation.  Additionally, the criteria have been fashioned to complement the language of the Texas Pollution Discharge Elimination System (TPDES) General Permit (TXR150000).
 
The attached amendment to Section 7 illustrates the proposed updates (reference document DG7_Pollution Control_MS4).  This update will serve as the guidance document to instruct construction personnel in appropriate erosion and sediment control best management practices, to identify procedures for site plan review, site inspections requirements, and enforcement of control measures as dictated in the Storm Water Pollution Control Ordinance.  Amending Section 7 essentially documents common practices already occurring within the City of Pflugerville and provides a description of current erosion and sedimentation control standard details.
 
      Proposed Revisions:  The previous sections DG7.0 and DG7.1 have been moved to DG7.2 and DG7.3. All other contents listed below are new  sections within the Engineering Design Guidelines:

Within each new section, there are new paragraphs and subsections to explain in detail the requirements of the pollution control measure.
 
Appendix A has been added to provide guidance for the technical specifications of the Best Management Practices (BMPs) as necessary during construction operations, discussed in the revised section of the Engineering Design Guidelines Pollution Control Section  (refer to attachment Appendix A).
 
Appendix B has been added to provide a checklist for the requirements on the Erosion and Sedimentation Control Plan (ESCP) Sheet(s) as part of the site development process.  An ESCP shall be required for all development that disturbs more than ¼ acre (refer to attachment Appendix B).
 
Status
City Staff is currently completing the documentation process to meet the requirements for the City of Pflugerville's MS4 Phase II Permit as part of the Storm Water Management Plan (SWMP).
 
Deadline for City Council Action
This item was postponed by vote of the Council on July 10, 2012. Staff is requesting approval on August 14, 2012 to maintain the SWMP Implementation schedule as mandated by the Texas Commission on Environmental Quality (TCEQ).
Fiscal Impact
Approval of this proposal has no fiscal impact on the city.

Staff recommends approval of the resolution amending the City of Pflugerville Engineering Design Guidelines to update Section 7 - Pollution Control.
