Summary
City of Pflugerville staff have been working with the City’s legal counsel to determine the best path forward for the various water and wastewater districts that the City provides professional services to operate and maintain their systems. City staff and the City’s legal counsel have attempted for numerous months to work on a solution with the districts to work on a path forward for the rates that they pay the City as they have been determined to be insufficient to cover the City’s operating costs after performing a Cost of Service (COS) Study. These rates would apply, but are not limited to: Lakeside WCID 1, 2A, 2B, 2C, 2D, and Kelly Lane WCID # 1 & # 2.
After being unsuccessful in getting the various districts to come to the table to work with the City on an amicable solution for both parties, it was determined that the best course of action was to provide the districts with a letter stating what the costs are for the operations and maintenance of their systems to comply with our contract(s) that state that the districts will adequately compensate the City for services provided. After the COS Study was completed and after discussion with City Council, it was determined that the professional services fees would be:
• $14.21/LUE - Wastewater system operation and maintenance
• $41.17/LUE - Water system operation and maintenance
After approval of this resolution, legal counsel for the City will be sending a letter to the various districts detailing what the new fee will be for professional services and requiring the districts to increase the rates to their customers to comply with each of their Professional Service Agreements that they have with the City.
