Title

Authorizing the City Manager to execute a contract with Standard Renewable Energy for a total amount of $93,390 for purchase and installation of a photovoltaic system at the Pflugerville Recreation Center. Funding for the project is through the Energy Efficiency Conservation Block Grant rebate award which allocated $58,000 towards the project, and a $40,320 expected award by the Oncor "Take a Load Off, Texas" rebate incentive program.

 

Summary

On November 10, 2009, the City Council approved a resolution to support participation in the Energy Efficiency Conservation Block Grant (EECBG) Program administered by the State Energy Conservation Office (SECO) through the American Recovery Reinvestment Act (ARRA). The City was awarded a grant amount of $86,365 to be used towards energy efficiency upgrades and installation of renewable energy. Out of the allocated budget, $58,000 was set aside for a photovoltaic system (solar panels) with an educational component for the Recreation Center. An RFP was generated to select a consultant and on September 14, 2010, the City Council authorized approval to negotiate a contract with Standard Renewable Energy.

 

Within the RFP, Standard Renewable Energy offered a 52 panel system capable of producing 12.48 kW annually, the largest system per the specified $58,000 budget. Standard Renewable Energy also identified the ability to pursue the Oncor "Take a Load Off, Texas" rebate incentive program, which the City was pursuing at time of RFP. Through the Oncor rebate program, an additional $40,320 has been secured and will be used in combination with the allocated $58,000 from the EECBG grant to increase the solar panel project at the Recreation Center. In total, the proposed photovoltaic system at the Parks and Recreation Center will consist of 96 panels which will generate 23.04 kW annually, 3 inverters, all racking to attach to the metal roof (non-penetrating), and a web monitoring system (5 year contract included) with a 32" plasma display monitor. If authorized for approval, purchase and installation will commence this fall. All EECBG projects are required to be completed by June 30, 2012.

 

The City Attorney is in the process of reviewing the final contract document.

Fiscal Impact

The Energy Efficiency Conservation Block Grant (EECBG) Program  is a reimbursable grant administered by the State Energy Conservation Office (SECO) through the American Recovery Reinvestment Act (ARRA). The Oncor "Take a Load Off, Texas" rebate incentive program is a rebate program adminstered by Oncor Utility.
