Summary
This item requests approval of a Professional Services Agreement (PSA) with Quiddity Engineering, LLC (Quiddity) in the amount of $509,900 for Engineering, Environmental, and Construction Management services related to the Annual Trail Improvements Program, and authorization for the City Manager to execute the same.
Quiddity analyzed approximately 40 trail segments from the City’s Capital Improvement Program (CIP) and Mobility Master Plan (MMP). Working with staff, they identified which segments will be delivered through roadway projects or private development and which should be prioritized for immediate design and construction by the City.
The FY26 Project List includes six trail segments:
• Brean Down Road to Levels Trail
• Wilbarger Phase 2 Trail Connection to Kingston Lacy
• Weiss Lane Connector
• Blackthorn Drive to Gilleland Creek Trail West
• Rauscher Drive to Towne Center Drive Extension
• Mountain Creek subdivision between 501 and 503 Ambrose Drive
These FY26 segments total approximately 0.3 miles but provide important connections to the existing network (see Area Map for site references). While modest in length, these are not simple or routine upgrades like many completed in recent years. Each segment requires substantial engineering due to necessary bridges, utility relocations, floodplain conditions, grade changes, and other site constraints. As the Texas Legislature has designated Pflugerville the Trail Capital of Texas, these types of strategic connector projects are essential for supporting continued growth and ensuring new residents can access the trail system. According to the Parks, Recreation, and Open Space Master Plan, 94.8% of residents currently live within a half-mile of trail access, and advancing more complex connectors like these will help increase that metric.
Quiddity’s scope includes program support, surveying, hydrology and hydraulic analysis, environmental and geotechnical studies, preliminary and final design, permitting, bidding, and construction-phase services including construction management and inspections.
Approval of this item will allow Quiddity to advance the design and implementation of the prioritized trail segments and support continued development of the City’s long-term trail network.
This project supports the City’s Strategic Goal of Mobility Infrastructure and Connectivity by enhancing multimodal connectivity, expanding recreational opportunities, and improving pedestrian and bicycle linkages. Funding is available within the FY26 approved budget for the Annual Trail Improvements project.
