Title
Professional services agreement with Freese and Nichols, Inc., in the amount of $2,439,683 to provide professional engineering services associated with the 24" Central Interceptor Project (WW2702).
Summary
Staff requests City Council approval of a Professional Services Agreement with Freese and Nichols, Inc. in the amount of $2,439,683 for design, bid and construction phase services associated with the 24 Inch Central Interceptor Project.
The project includes installation of approximately 12,000 linear feet (LF) of 24-inch and 30-inch sewer piping along Dessau Road, Wells Branch Parkway, Killingsworth Lane with an aerial crossing over Gilleland Creek before terminating at the Central Wastewater Treatment Plant. This interceptor will replace and upsize existing piping and include some installation of new piping. The existing aerial crossing over Gilleland Creek has deteriorated significantly and this portion of the project will be packaged separately within the project to expedite the design and construction due to the noted deterioration and increased risk of failure. As such, the project will be bid as two separate bid packages as follows:
a. Gilleland Creek aerial crossing replacement (Aerial Crossing)
b. Broader sewer line installation (Sewer Line)
This project is part of the 5 year Wastewater System Capital Improvement Plan as highlighted in the 2025 City of Pflugerville Wastewater Master Plan to serve growth in the Central Basin. This project supports the Residential and Node Development and Economic and Business Development pillars of the 2025-2030 Strategic Action Plan.
Total project budget is $26,790,731 which consists of $2,660,950 for design, $1,013,796 for right of way, $21,014,533 for construction, and $2,101,452 for contingency.
Approval of this Professional Services Agreement brings the total project costs to $26,569,464 which is under the budget by $221,267.
