Summary
The City currently has two water and wastewater sites that have been offline for over 10 years and have no future use for the City in regards to water and wastewater service.
The Well 8 site, located on St. Croix Lane, was once one of the City’s water supply wells before the City’s population grew and it became uneconomical to continue to operate the well. This was further exasperated when the local aquifers began to run lower than normal which caused the well to run dry. Since that time, both the production of the well (less than 200 gallons per minute) and the site were never put back into service given their viability. While the City abandoned the infrastructure, the tanks remained on site. This has created a dilapidated facility that is surrounded by residential homes.
The Wilke Wastewater Treatment Plant site is located off of Great Basin Avenue near Mirror Lake Park in Highland Park. This facility was acquired by the City in the early 2000s along with the wastewater system. Since that time, the City embarked on previous capital improvement projects to take the facility offline and send the wastewater flow to the Central Wastewater Treatment Plant given the age of the Wilke Wastewater Treatment Plant at that time and the quality of water the facility discharged. With the facility being offline, it regularly sees vandalism given that it is secluded from the neighboring residential areas.
City staff would recommend demolishing and fully decommissioning both facilities to both remove them from the water and wastewater system and to allow the sites to be used for some potential future use. In order to accomplish this, City staff reached out to G2 CSi as they have done other similar projects for the City with exceptional results and have already gone through the TIPS purchasing cooperative for competitive pricing to guarantee the City receives competitive pricing on the work. This item is budgeted in the FY2023 Utility Administration Budget to decommission both the Wilke Wastewater Treatment Facility and the Well 8 site.
