Title
Approving action to award a construction contract to N.G. Painting LP in the amount of $573,920.00 for the South Standpipe rehabilitation project located at 1512 Cherokee Run and authorizing the City Manager to execute same.
Summary
The City contracted out a comprehensive tank evaluation in 2020 that showed the conditions of our various water storage tanks across the City. As part of that evaluation, it was identified that we needed to complete a rehabilitation of the South Standpipe due to the length of time that the tank has been in service and the condition of the protective coating system on the various metal surfaces. This work is being done to extend the life of the standpipe until it is replaced with an elevated storage tank in the future. To extend the life of the standpipe, the tank will need to undergo sandblasting of both the interior and exterior surfaces to remove all of the existing coating and bring the tank to a bare metal surface. At that time, any repairs that need to be made to the structure can be made to ensure that the walls and roof rafters continue to support the tank into the future. This work will also remove the existing Pflugerville Middle School logos and replace them with the standard Pflugerville “P” logo that will be on two sides facing Heatherwilde Boulevard and South 10th Street. This work will also involves installing a small water energy dissipator on the overflow and drain lines which disperses the water flow if the tank needs to be drained in the future or if there is an overflow event. The City also recognized that this standpipe has a significant amount of radio equipment that is used by both the City and ESD2 for varying communication networks. This equipment will be properly removed during the project and will be reinstalled after the work is done and after the contractor installs more robust anchor points along the conduit run to the top of the tank.
As this standpipe is in the middle of the Wells Point neighborhood, significant outreach took place regarding the work that is going to take place with the neighbors and the Home-Owners Association to ensure they knew about the project and had the opportunity to voice any concerns they may have about the project. Those concerns were conveyed to the contractors before bidding the project and also reflected in the bid documents. Since a significant amount of the concerns that were voiced were about the blasting media and drifting of the material to nearby residents’ homes, the contractor will be using a completely enclosed shroud around the tank which will minimize or eliminate entirely the chances of paint material leave the work site.
The project is currently listed under the Utility Capital Improvement Program to be completed in FY2022 and is listed as South Standpipe Tank Rehabilitation. This project meets the City’s Strategic Plan goal of Infrastructure by maintaining our infrastructure to ensure resiliency and operability at all times.
To prepare this project for bidding, the City contracted with Kasberg, Patrick & Associates, LP to work with our third-party inspection firm, HOT Inspection Services to develop the bid documents and provide the engineering plans and bid documents to complete the rehabilitation of the standpipe. After reviewing all responsible bidders, N.G. Painting LP was the lowest responsible bidder at $573,920.00.
