Title
Approving a conditional purchase agreement and associated conveyance documents between BHA Pflugerville, LLC (Parcel 4B) and the City of Pflugerville as necessary to acquire real property interests for the Weiss Lane and Pecan Street Water Line Project, and authorizing the City Manager to execute the same.
Summary
This agenda item requests approval of a conditional purchase agreement and associated conveyance documents between BHA Pflugerville, LLC (Parcel 4B) and the City of Pflugerville as necessary to acquire real property interests for the Weiss Lane and Pecan Street Water Line Project and authorize the City Manager to execute the same. The project will serve to replace and connect the existing 24-inch water line along Weiss Lane and existing 16-inch along Pecan Street to the west side of State Highway 130. This project will be installing 42-inch and 36-inch transmission pipeline to ensure we have adequate water transmission capacity to keep up with heavy demands along the Pecan St. corridor which includes the Lakeside Meadows development and other developments on the northwest corner of Pecan St. and SH130.
Since the project's initiation in 2020, several changes in the surrounding Lakeside Meadows developments have impacted it's alignment and original schedule. All permanent easements, along with the required 30-month temporary construction easements (TCEs), were acquired in 2022 in anticipation of construction moving forward. However, due to coordination delays, the original TCEs have expired, and new TCEs are now needed. Despite these challenges, the project has progressed, with development coordination and design now complete.
This purchase agreement with BHA Pflugerville LLC, in the amount of $70,003 for the temporary construction easement was negotiated and is subject to City Council approval. Of the nine parcels identified as requiring a TCE for the project, three have been closed, and six remain under negotiation. Staff anticipates completing all acquisitions by August 2025, allowing the project to proceed to the bidding phase. Construction of the project is anticipated to take thirteen months.
This item supports the sustainable infrastructure pillar of the City’s Strategic Plan. Approval of this item will authorize the City Manager to execute the temporary construction easement, and associated conveyance documents necessary for formal conveyance of the real property interests.
