Summary
On July 27, 2021, the City Council approved a Professional Services Agreement (PSA) with Burns and McDonnell Engineering Company, Inc. (BMD) for the engineering design of the Intersection Improvements II (E. Pflugerville Parkway at FM 685 and Copper Mine Overpass - SH 130 at FM 685). This Project supports the infrastructure pillar of the strategic plan.
On September 13, 2022, the City Council approved Supplement #1 to the PSA with BMD, including final engineering design and analysis and construction phase services for the improvements to the intersections of SH130 (Copper Mine Overpass) and FM 685 and E. Pflugerville Parkway and FM 685.
On May 9, 2023, the City and BMD executed Supplemental #2 to the PSA to reallocate fees, specifically funds from BMD sub-consultants to BMD. No additional Project funding was in this supplemental agreement.
At the city's request, BMD has prepared Supplement #3 to the PSA for professional services to complete the preparation of the final engineering design and analysis of the improvements to the intersections of E. Pflugerville Parkway at FM 685 and Copper Mine at SH 130. Additional service as follows:
• A Traffic Analysis of the impacts and configuration of the improvements on E. Pflugerville Parkway and FM 685.
• Redesign the improvements along FM 685 for the Copper Mine intersection, reducing the southbound lanes to 11’.
• Develop multiple design ideas and exhibits that reflect the changes after the approved Schematic.
• Attend additional meetings with developers, City staff, GEC, TxDOT, and ROW acquisition staff.
• Conduct additional studies and prepare reports for TxDOT environmental approval and clearance of both projects.
• Support Public Involvement (PI), which includes a plan; mailing notification; stakeholder Invitations; FAQ with factsheet; Public Meeting notices and PowerPoint, project video; project boards; an online survey; attend meetings and provide Public Meeting summary and comment response.
• Also, reallocation of remaining itemized budget costs from underused items.
• The redesign significantly reduces the amount of Right-Of-Way required and minimizes utility relocation to construct these projects.
Both intersections include construction within the TxDOT right of way. The City has executed the following agreements with TxDOT:
o A Local On-System Agreement (LOSA) for E. Pflugerville Parkway and FM 685 (currently at 30% design level), and
o An Advance Funding Agreement (AFA) for FM 685 at SH 130/Copper Mine Overpass (currently at 95% design level).

City Council approved a professional services agreement with Burns and McDonnell Engineering Co., Inc. in the amount of $767,795.89 for design engineering services associated with the Intersection Improvements II FM685 and Copper Mine Overpass on September 13, 2022.
