Summary
The Wilbarger Creek Wastewater Interceptor Project requires property acquisition, including the acquisition of a temporary construction easement and permanent easement necessary to construct the project. The City’s property acquisition consultant and city staff have negotiated with 7C Cameron LLC., for the necessary temporary construction easement and public utility easement for Parcel No. 4. The cost of $205,507.00 was agreed upon, subject to City Council approval, based on appraisals obtained by the City. This item supports the sustainable structure pillar of the City’s Strategic Plan.
Easement acquisitions for the Wilbarger Creek Wastewater Interceptor Project include a total of thirteen (13) easements within parcels.
Staff continues bi-weekly coordination meetings with the property acquisition agent, in addition to hosting monthly Utility coordination meetings with the utility providers for the Wilbarger Creek Wastewater Interceptor Project.
Approval of this item will authorize the City Manager to execute the temporary construction easement, permanent easement, and associated conveyance documents necessary for formal conveyance of the real property interests.

City Council approved a Professional Services Agreement with Kimley-Horn and Associates, Inc., in the amount of $858,059.356 for professional services associated with Wilbarger Wastewater Interceptor Project on November 10, 2020.
City Council approved Supplemental Agreement#1 for Professional Services in the amount of $36,694.35 for additional scope of services for LIDAR, photography, digital orthophotos, and aerial mapping of the project on April 20, 2021.
City Council approved Supplemental Agreement#2 for Professional Services in the amount of $1,130,833.20 to add 60%, 90%, 100% Design and Bid phase services on June 25, 2021.
