Summary
The proposed agenda item requests authorization to execute a Conduit Installation and Undergrounding Agreement between the City of Pflugerville and Spectrum Gulf Coast, LLC associated with the Historic Colored Addition (HCA) Infrastructure Improvements Project. The HCA Infrastructure Improvements Project includes roadway, drainage, water, wastewater, and utility improvements intended to improve infrastructure reliability, public safety, connectivity, and support future development within the Historic Colored Addition neighborhood.
As part of the project, existing overhead telecommunications facilities are being relocated underground in accordance with recommendations identified in the 2019 Historic Colored Addition Subdivision Area Study. Undergrounding utilities improves safety, aesthetics, infrastructure resiliency, and reduces potential utility conflicts within the corridor.
Spectrum Gulf Coast, LLC currently owns, operates, and maintains telecommunications facilities within the project limits. Under the proposed agreement, the City will construct the conduit system as part of the HCA Infrastructure Improvements Project, after which ownership of the completed conduit system will be transferred to Spectrum Gulf Coast, LLC. Spectrum will then utilize, operate, maintain, repair, and replace the telecommunications infrastructure within the conduit system. The agreement also establishes the responsibilities of both parties regarding construction, easements, operation, maintenance, and future use of the underground facilities.
This item supports the Infrastructure Pillar of the City’s Strategic Plan by facilitating the underground relocation of telecommunications facilities and improving the long-term reliability and resiliency of utility infrastructure within the Historic Colored Addition neighborhood.
Prior City Council Action
City Council approved the Discretionary Service Agreement (DSA) with Oncor in the amount of $498,551 for relocation of overhead utilities to underground facilities associated with Historic Colored Addition Subdivision (HCA) Russell St, Caldwells Ln, Taylor St, and Lincoln Ave Infrastructure Improvements Project at the February 11,2025 meeting.
City Council approved a construction contract with Joe Bland Construction in the amount of $8,250,009 for construction services associated with the Historic Colored Addition Subdivision (HCA) Russell St, Caldwells Ln, Taylor St, Lincoln Ave, and Grant Ave Infrastructure Improvements (TR 1904) Project at the January 28,2025 meeting.
City Council approved a professional services supplemental agreement with Halff Associates, Inc. in the amount of $175,159 for bid and construction phase services associated with the Historic Colored Addition Subdivision Streets: Russell Street, Caldwells Lane, Taylor Street, Grant Street and Lincoln Avenue Project at the July 26,2022 meeting.
City Council approved a Professional Services Agreement with Halff Associates, Inc. in the amount of $233,890 for professional services for the Plans, Specifications, and Estimate (PS&E) associated with the Russell Street, Caldwells Lane, Taylor Street, and Lincoln Avenue Project at the February 25, 2020 meeting.
