Discuss and consider action to reauthorize the City Manager to proceed and enter into a contract in the amount of $188,000 with The Goodman Corporation for the preparation of a Transportation Development Program.
Summary
As presented to the City Council in September 2014, the completion of the Project Connect North Corridor study and Pflugerville's present and future circumstance are yielding opportunities to explore the implementation of transit in the community. The development of a comprehensive, proactive approach to maximize these opportunities is the primary reason to pursue this project. The Goodman Corporation was selected via the Houston Galveston Area Council Plan Source Program, with whom the City has an interlocal agreement for the procurement of professional services. Capital Metro has notified the City of Pflugerville that this method of procurement is not compatible with the utilization of federal funds via the Federal Transit Administration, even though it is consistent with State law. As a result, if utilization of the grant is desired, significant delay would be incurred due to the re-procurement of a consultant. The City Council has allocated adequate funds in the current budget for this project and is not reliant on the grant to move forward.
Mr. Barry Goodman gave a presentation to the City Council on September 16, 2014 that provided an overview of his firm's capabilities and the City's opportunities to continue to build upon local and regional transit discussions that ultimately includes implementation. A scope, schedule and proposed budget provided by The Goodman Corporation are attached to this agenda item. City staff met with Capital Metro staff on October 6, 2014 to discuss implementation of the Project Connect North Corridor plans.
The scope will continue to conform to requirements of Capital Metro so as to not preclude partnership opportunities should one be desired in the future.

Authorization for the contract was previously approved on November 25, 2014, with the consideration of the proposed grant with Capital Metro.

Fiscal Impact
This proposed expenditure is included in the FY 2015 budget in the Administration professional fees account.
