Title

Authorizing the City Manager to execute a contract with H.R. Gray for a total amount of $248,094.00 for owner's representative services associated with the expansion of the Pflugerville Community Library. Funding for the expansion and these services is through General Obligation Bonds approved by voters in 2008.

 

Summary

Following a Request for Qualifications (RFQ) process to secure Owner's Representative Services for the expansion of the Pflugerville Community Library, the City Council authorized negotiations with H.R. Gray in September. The attached proposal letter summarizes the agreed upon scope of work which is broken into pre-construction phase services, construction phase services, and deliverables associated with the project.

 

Pre-construction phase services will start immediately, where H.R. Gray will work directly with City of Pflugerville staff and the Vitetta architectural design team as the schematic design is completed and construction and bidding documents are prepared. Specific deliverables through this phase include 60% and 90% constructability review reports and the development of administrative guidelines for the project.

 

Construction phase services are anticipated to start in late Spring 2011 based on the project schedule. Construction is planned to last about one year. During this time, the Resident Project Representative is anticipated to be directly involved in the project an average of 7 hours per day, or 35 hrs per week for 50 weeks. In addition to the creation of monthly reports, H.R. Gray will provide all project files, documents and reports generated by participating parties upon project completion. The post construction phase efforts will focus on project closeout, and providing support to the Substantial Completion/Punchlist Process that includes the 12-month warranty period.

 

The City Attorney has reviewed and approved the proposed contract which utilizes the standard contract template recently approved by the City Council.

Fiscal Impact

In 2008, Pflugerville voters approved General Obligation Bonds in the amount of $7,000,000 to fund the library expansion project. There is no fiscal impact to the FY 11, or subsequent, operating budgets.
