Summary
Approval of Professional Services Supplemental Agreement No. 2 with Kimley-Horn and Associates, Inc. in the amount of $96,175.00 for additional services associated with the TR1903 - Traffic Signal Operations Support Project for Fiscal Years 2027 and 2028. This will provide continued engineering support for the City’s traffic signal system, assist staff in responding to changing traffic conditions and operational concerns, and support the safe and efficient operation of the City’s transportation network.
The original Professional Services Agreement, executed in May 2024, included traffic signal operations support services. Supplemental Agreement No. 1 expanded the scope to include citywide traffic signal retiming. As the City’s transportation network continues to grow and traffic conditions change, continued professional engineering support is needed to monitor signal operations, address operational concerns, and maintain effective signal timing and coordination.
Supplemental Agreement No. 2 includes additional traffic signal operations support services for Fiscal Years 2027 and 2028. The scope includes traffic signal timing review and adjustments, signal coordination, operational analysis, field observations, troubleshooting, technical support, and recommendations to improve traffic flow and intersection operations throughout the City.

Prior City Council Action
Professional Services Agreement in the amount of $48,840, on May 26th, 2024 City Council approved the Traffic Signal Operations Support project.
Professional Services Supplemental Agreement #1 in the amount of $280,870, on March 11th, 2025 City Council approved adding citywide signal retiming tasks to the Agreement.
