Title
Approving a Pflugerville Community Development Corporation Performance Agreement with the City of Pflugerville for the purchase of a 911 dispatch console.
 
Summary
This agreement is between the City of Pflugerville and the Pflugerville Community Development Corporation (PCDC) and requires the consent of the City Council to move forward pursuant to Section 501.073 of the Local Government Code.
 
PCDC has agreed to fund up to $100,000 for the purchase of a 911 Dispatch Console for the Pflugerville Police Department.  The City of Pflugerville agrees to use 100% of the funds within one year of the execution of the agreement for the purchase of the 911 Dispatch Console only.  The payment from PCDC to the City of Pflugerville will be made within thirty (30) days of the execution of the agreement by the City Council.  
 
The Police Department will be relocating an older console to the Dispatch Supervisors Office and putting the new console in its place.  With the addition of this unit, there is a total of four consoles in Police Dispatch.  The console placed in the Dispatch Supervisors Office will allow the on duty supervisor to monitor radio traffic and dispatch if necessary.   The two original consoles are over ten years old. The third console was paid for by the Pflugerville Independent School District as part of the Pflugerville Independent School District Police Department (PISDPD) compensation agreement.   No additional request for dispatch personnel are anticipated for this year.
 
Status
The PCDC Board approved the Performance Agreement on December 5, 2012. A supporting resolution of the PCDC was approved on January 10, 2013.

Fiscal Impact
The new console will be charged an annual maintenance/usage fee through the Travis County Emergency Services radio coalition in the amount of $303 annually.  This amount is budgeted in the General Fund Police Department Maintenance Contracts account.   
 
Staff Recommendation
Approve the performance agreement between PCDC and the City of Pflugerville for the purchase of a 911 dispatch console.
