Approving the procurement of a Computer Aided Dispatch (CAD) and Record Management Software (RMS) from Integrated Computer Systems (ICS) utilizing the HGACBuy purchasing cooperative, in the amount of $1,254,825, to be paid in annual installments over 5 years, and authorizing the City Manager to execute the same.
Summary
The Police Department’s current CAD/RMS software does not currently meet the police department’s needs due to numerous issues within the software, to include but not limited to: non-efficient call handling for the entering and dispatching of calls, lack of reliable data extraction for statistics and reporting, quality control issues related to the federally mandated reporting of crimes to the National Incident-Based Reporting System (NIBRS). Numerous attempts have been made to address and fix these issues with the software vendor, but the problems continue to exist. This proposed agreement with ICS will replace the current CAD/RMS platform at a total cost of $1,254,825 with 5-year payment terms to be paid as follows:
Fiscal Year 2024 - $250,000
Fiscal Year 2025 - $250,000
Fiscal Year 2026 - $250,000
Fiscal Year 2027 - $250,000
Fiscal Year 2028 - $254,825
The purchase of the CAD/RMS software will be made utilizing the HGACBuy cooperative, contract # EC07-23.
