Summary
The City Charter, Section 4.06, requires that the City Manager shall appoint the head of each administrative department, subject to the approval of the City Council.
Assistant City Manager James Hartshorn is recommended to be named the City's Deputy City Manager. In this role, he will oversee People and Culture, Information Technology, Finance, and Management Services departments. Mr. Hartshorn has served the City as Assistant City Manager since 2019. He is a member of Texas City Management Association, serves on committees and in other various capacities. He has served in local government leadership since 2014 when he began working for the City of Texas City where he led their economic development efforts as well as their City Secretary’s Office and Municipal Court.
Planning and Development Services Director Emily Barron is recommended to be named one of the City's Assistant City Managers. In this role, she will continue to be responsible for the Planning and Development Services department, as well as Parks and Recreation and the Library. Ms. Barron has served as the City's Planning Director since 2012, was appointed Planning and Development Services Director in 2020 and was recognized as Planner of the Year in 2018 for Central Texas. Ms. Barron was also the recipient of the American Planning Association Central Texas Chapter Groundbreaking Planning award. She is a member of the American Institute of Certified Planners (AICP) and is active in the American Planning Association. As a planner, she has over 24 years of professional services to the cities of Austin, Cedar Park and Pflugerville.
Communications Director Terri Toledo is recommended to be named the Director of Management Services. In this role she will oversee Communications, Pflugerville Animal Welfare Services, and Municipal Court departments. For the last 12 years Ms. Toledo has worked on Pflugerville’s communications and outreach in the Communications Department. Prior to the City of Pflugerville, Terri worked for the City of Round Rock.
Prior City Council Action
Emily Barron was appointed Planning and Development Services Director on September 8, 2020.
James Hartshorn was appointed Assistant City Manager on May 28, 2019.
