Summary
This agenda item requests approval to award a construction contract with Patin Construction in the amount of $6,614,688 associated with the Colorado Sand Drive Extension project (Project). This item supports the Infrastructure pillar of the Strategic Plan by extending the roadway network and providing alternative transportation routes.
The Colorado Sand Drive Extension project is a part of the 2018 Transportation Bond program. Design was initiated in April 2019, with Kimley-Horn and Associates selected to provide professional design engineering services. This project extends Colorado Sand approximately 0.53 miles of new roadway between Copper Mine Drive and Lone Star Ranch Blvd. The project scope includes a four lane paved roadway with curb & gutter, an underground storm drainage system and detention pond, multimodal improvements, a roundabout, water and wastewater utilities, and roadway illumination.
Advertisement for the project on the basis of most responsible bidder began on March 5, 2024, as required. The City received and opened bids and read aloud for the project on May 16, 2024, at 4:00 PM. Four (4) bids were received for the Project. Patin Construction is the recommended lowest responsible bidder. The design engineer has performed a reference check and staff concurs with this recommendation.
The proposed construction duration is anticipated to be 390 days.
Prior City Council Action
Kimley-Horn and Associates, Inc. is one of the seven (7) firms selected to assist the City with the 2019-2021 Transportation Improvements Projects at the April 9, 2019 City Council Meeting.
City Council approved a professional services agreement with Kimley-Horn in the amount of $517,268.78 associated with the Colorado Sand Drive project at the October 8, 2019 meeting.
City Council approved a professional services supplemental agreement with Kimley-Horn in the amount of $95,840.00 associated with the Colorado Sand Drive project at the December 10, 2019 meeting.
City Council approved a professional services supplemental agreement with Kimley-Horn in the amount of $44,905.00 associated with the Colorado Sand Drive project at the July 12, 2022 meeting.
City Council approved a professional services supplemental agreement with Kimley-Horn in the amount of $108,975.90 associated with the Colorado Sand Drive project at the October 11, 2022 meeting.
City Council approved a resolution to reject all bids received for the Colorado Sand Drive Extension Project at the June 27, 2023 meeting.
