Summary
The City of Pflugerville (City) operates a nominal 17 million gallon per day (MGD) Water Treatment Plant (WTP). This project is to provide a comprehensive expansion of the WTP to 30 MGD, incorporating other active CIP projects currently underway, to meet current and future water demands. This project will also construct improvements required by the WTP facility to meet and maintain regulatory compliance, safety, technology improvements, process innovation and renew aging infrastructure. The expanded WTP facilities are scheduled to be placed into operation by January 2026 to meet projected water demands.
Currently the Design Consultant Ardurra for the Surface Water Treatment Plant Expansion is working with the 100% design development for 30 MGD, and it is scheduled to be delivered on early May, the estimated advertisement/bidding date is mid-June. As it has been noted on all on-going construction projects due to the market volatility that has been taken place in the last 2 years, labor and construction materials resources have been issues that required additional considerations. The Surface Water Treatment Plant Expansion Project is absolutely needed for the City’s growth as the plant produces water that is used within the City and wholesale purchases. To comply with the goals included in the City’s Strategic Plan for Infrastructure such as: resilient and operational infrastructure, design to grow; the following action is necessary:
To expedite the Surface Water Treatment Plant Expansion construction schedule, it was determined that our best course of action would be, to select and Pre-Purchase the Electrical Equipment which includes: 7-Pad-Mounted Transformers, 1-480V Switchboard, 5-480V Motor Control Centers (MCC’s) and 31-480V Variable Frequency Drives (VFD’s). The City will generate a Purchase Order for $2,710,200 and once the General Contractor is selected for the mast balance project, the Purchase Order will be transferred to the General Contractor to manage payments during the Construction Contract. The benefits to pursuing this path, is that this allows for the procurement and delivery for the longest lead items ahead of time during the construction. The submittal and approval of shop drawings for the respective gear will allow the manufacturing process to start sooner and before construction. Selection and Pre-Purchase will guarantee our spot in the manufacturing line in anticipation to prevent delays on getting the electrical equipment for the Surface Water Treatment Plant Expansion project.
Prior City Council Action
On October 27, 2020, City Council approved the selection of Ardurra for professional engineering services associated with the Water Treatment Plant Facility Expansion Project. The Electrical Subconsultant under Ardurra is Gupta & Associates, Inc.(GAI) which is the company designing the electrical systems for the Expansion Project.
On December 16, 2020, City Council approved a Professional Services Agreement with Ardurra in the amount of $1,947,512.00 for professional engineering services associated with the City of Pflugerville Water Treatment Plant Expansion Project. The services included Preliminary Design and 30% PS&E.
On July 13, 2021, City Council approved a Professional Services Agreement with Ardurra in the amount of $5,203,529 for professional engineering services associated with the City of Pflugerville Water Treatment Plant Expansion Project to include final design and bidding phase services.
