Discuss and consider action to approve a professional services agreement with LJA Engineering, Inc. in the amount of $852,286.95 for professional engineering services associated with preliminary engineering, final design, and construction phase services for the Travis County-City of Pflugerville interlocal Weiss Lane Roadway Reconstruction project and authorizing the City Manager to execute the agreement.
Summary
This project is part of an interlocal agreement with Travis County to reconstruct the two- lane rural street section of Weiss Lane to a two-lane rural section with four-foot shoulders and turn lanes at major intersections from East Pecan Street to Cele Road and includes improvements to the bridge crossing just north of East Pecan Street.
The scope of work for this project includes engineering design plans, including a preliminary engineer’s opinion of most probable construction cost and construction phase services.
Preparation of the final engineering construction documents shall include but not be limited to: topographic and boundary surveys, geotechnical investigation, hydraulics and hydrology including determination of any applicable bridge/multiple box culvert system, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, determination of ROW/easement acquisition, preliminary and final engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully construct this project.
This agreement has been reviewed and approved by the City Attorney.
Status
Pflugerville residents approved the design and construction of this project with bond funding for this section of Weiss Lane within the City limits as part of the November 2014 General Bond Election. LJA Engineering, Inc. was selected as the most qualified firm for this project on March 10, 2015. City and Travis County staff began negotiation with LJA Engineering, Inc. regarding a scope and fee for this project following Council’s approval of their selection.
Projected Future City Council Action
A future agenda item will be scheduled to approve a construction contract.
Fiscal Impact
Funding for this project was approved as part of the November 2014 General Obligation Bond.
